SUBJECT: ES, YJC & YJCS Ministry ACE INA Insurance Coverage

OBJECTIVE:

The purpose of this memo is to inform Employment Service (ES) and Youth Job Connection (YJC) service providers that the Ministry of Training, Colleges and Universities’ (ministry) coverage of ACE INA insurance will not be available for new ES, YJC and YJCS job placements with start dates on or after April 1, 2016. 

WHAT IS HAPPENING?

Due to recent changes in the ministry’s insurance provider agreements, the ministry’s ACE INA coverage is no longer available for placement employer claims through the ES, YJC and YJCS programs. 

References to ACE INA will be removed from the ES and YJC/YJCS Training Incentive Placement Agreement and YJC/YJCS Training Incentive Placement Agreement for Participants on Service Provider Payroll forms as well as from the ES, YJC and YJCS guidelines. The revised documents will be posted on the Employment Ontario Partners Gateway in April, 2016.  Until the revised forms have been posted the service providers will continue to use existing forms but the following option will not be allowed for any placement with a start date in 2016/17:

  • The employer has alternative workplace safety insurance coverage and claims will be covered by the Ministry of Training, Colleges and Universities' ACE INA Insurance.

ACE INA ministry coverage remains for placements that commenced prior to April 1, 2016. Section 5 of the April 2014 version of the ES guidelines and the 2015/16 version of the YJC guidelines will be used in the event of a claim against these pre-existing agreements. 

For the ES agreement please note section 5.1.2 is updated to reflect a new mailing address for completed forms (YJC and YJCS completed forms should also be sent to the address below):

Submit the completed forms together with a copy of the signed placement or training agreement within two weeks of the date of the accident to:
