SUBJECT:  Implications of the Canada Job Fund Agreement requirements on current Literacy & Basic Skills (LBS) and Employment Service (ES) – Second Career (SC) Follow-up Business Processes


 

The purpose of this bulletin is to provide your organization with information about the implications of the Canada Job Fund Agreement (JFA) requirements on current Literacy & Basic Skills (LBS) and Employment Service (ES) – Second Career (SC) follow-up business processes.

BACKGROUND:

As referenced in Appendix C of the memo entitled “2016-17 Changes Affecting Employment Ontario (EO) Programs”  posted on the Employment Ontario Partners’ Gateway (EOPG) on March 31, 2016, the Performance Management Framework for the Canada Job Fund Agreement with Provinces and Territories will result in changes to the scope of data collected on LBS and Second Career exit/closure and follow-up reviews in the Employment Ontario Information System, Case Management System (EOIS-CaMS) Release 6.0.

NEXT STEPS:

As a result of the JFA indicator-related changes to LBS closure questions, the LBS Enhanced Learner Plan cannot close service plans within EOIS-CaMS until a future system update scheduled for summer 2016. In the interim, to close an LBS Enhanced Learner Plan, all information except the closure details (Section H. Close Service Plan) should be updated prior to upload. After upload, the service plan can be closed directly in EOIS-CaMS.

Also, for LBS service plans  closed after April 16, 2016, LBS service providers should keep in mind that regardless of the participant’s goal path, once an employed outcome is selected at exit , the post-intervention employment JFA required questions will be  mandatory (i.e., hours per week, wage, wage per). ES service providers following up on Second Career cases with an employed outcome will also be required to respond to the same mandatory post-intervention employment JFA questions.
