SUBJECT: Youth Job Connection Performance Management

OBJECTIVE:

As Youth Job Connection (YJC) participants are starting to exit the program, this bulletin serves as a refresher on how performance measures are calculated.

WHAT IS HAPPENING?

A YJC participant is captured as an intake target when all three mandatory program components (i.e. Client Service Planning and Coordination, Pre-Employment Services and Job Matching, Placement and Incentives) are captured in EOIS CaMS as completed and attained with a YJC Service Plan closure reason of “Completion”. 

A closed YJC Service Plan with a closure reason of “found work related to goal” will not count towards the intake target. It is possible to change the closure reason of a Service Plan once it has been closed, however, it must meet the criteria of having all three YJC components entered into the system with an outcome of “Attained” and a status of “Completed.” Service providers should only modify the closure reason in situations where they determined that the initial closure reason was not correctly selected.

Closure scenarios:

  • A participant who has completed Client Service Planning and Coordination (CSPC), 60 hours of pre-employment services and a job placement will have their service plan closed to “Completed” and counted toward the site’s intake target (all 3 program components completed and attained).
  • A participant who has completed CSPC, 70 hours of pre-employment services and is hired by the employer permanently after a 1 month job placement will have their service plan closed to “Completed” and counted towards the site’s intake target (all 3 program components completed and attained).
  • A participant, who has completed CSPC and found employment during the pre-employment workshop component, will have their service plan closed to “found work towards goal” and it will not count towards the site’s intake target (only 2 program components completed and attained).

All YJC performance measures (Participant Suitability, Service Impact, Customer Satisfaction, Service Coordination and Intake/Activity) are based on closed service plans, but only those closed service plans with a closure reason of “Completed” will filter into the YJC Detailed Service Quality Report (DSQR).

Follow-up must be completed with every YJC participant at exit, and at three, six and 12 months after service plan closure regardless of closure reason or how many components have been completed.

This ministry found it relevant to outline how these performance measures are calculated in order to highlight the operational policy differences between YJC and the Employment Service (ES) for those that deliver both programs. This communication is coming in advance of the release of the YJC DSQR in March to serve as a reminder that YJC is a targeted program focusing on those with the greatest employment needs and experiencing significant employment barriers. The program is not intended for young people who may already have access to resources or could succeed in finding jobs on their own or through less intensive services. As such, performance measures are calculated differently than ES in order to provide the ministry with the necessary data needed to evaluate that the targeted client group is being served by the program.

As noted above, the YJC DSQR is scheduled for release next month with the detailed reporting user guide publication anticipated for end of March.
