These particulars are posted following the issuance of an administrative penalty for which a review was requested. Penalties may be reviewed upon request within 15 days of receipt of a Notice of Contravention. The review decision is made considering not only the information originally available at the time the Notice of Contravention was issued, but also any new information not previously available that may have been supplied in support of the request for a review. On review, an administrative penalty may be upheld, rescinded or reduced. A review decision is final.

Description Original Amount Review Decision

Act, s. 8 (1) – Prohibition against offering and providing vocational programs

On July 14, 2013, a Designate of the Superintendent (“Designate”) attended at the School and was advised that Personal Support Bridging was being offered at the School that day. The Designate observed 25 students in the classroom on that day. The Sunday sessions were 10 hours in duration, from 10:00 a.m. to 8:00 p.m. The School did not have approval to deliver that program.

Other evidence of the unapproved vocational program included a Plan Schedule/Sunday Schedule for the Personal Support Worker Bridging Program listing 11 courses/modules with sub-modules for the program, with individual program hours for each, a list containing the names of 29 individuals, 17 student files and two marked tests for one of the students.

Daily penalty of $1,000

Penalty of $1,000 per day is upheld. The penalty accumulated from November 4, 2013 to November 5,2013 (inclusive).

Act, s. 9 – Prohibition against charging fee

Evidence this School charged fees to students included School invoices/proof of payment documents for the PSW Bridging program. Students were charged and paid over $1,000 for the unapproved program.

Act, s. 11 – Restrictions on advertising and soliciting

On July 14, 2013, a Designate viewed advertising for the PSW Bridging Diploma Program found on the School's website at http://www.ciccsite.com. The advertisement specified that the program "...is designed to assist students in finding employment at the entry level as a healthcare aid specialist" and that the program is approved as a vocational program under the Private Career Colleges Act, 2005. However, it was not an approved program.
