Act, s. 11 – Restrictions on advertising and soliciting

The Superintendent came to the reasonable belief that this School was advertising an unregistered private career college (“PCC”) and advertising unapproved vocational training programs that required approval, in contravention of section 11 of the Act.

The School’s website was viewed by a Designate in September 2014. On their website (www.raynormassage.ca/raynor-massage-school/raynormassage-training) the training location for Toronto was advertised as 3352 Dundas Street West, Toronto, Ontario.

Evidence revealed that this School advertised an unapproved massage therapy program, entitled Raynor Massage Specialist program. The program was over $1,000 and over 40 hours in duration, and led to a designation as a Raynor Massage Specialist. The School compared their program to the Registered Massage Therapist program, a regulated program in Ontario.
