These particulars are posted following the expiry of the 15-day period for Immunotein International Inc. o/a Northern Lights Training College (“Immunotein”) to require a hearing of the Licence Appeal Tribunal under s. 19(3) of the Private Career Colleges Act, 2005 (the “Act”). On October 14, 2015, the Superintendent issued a Notice of Proposal to Revoke Registration to Immunotein. Immunotein did not file a notice to the Licence Appeal Tribunal within the 15-day period. The proposal to revoke Immunotein’s registration was, therefore, carried out on October 30, 2015 pursuant to s. 19(4) of the Act.

Contraventions

The Superintendent has revoked Immunotein’s registration because:

  • The Superintendent is no longer satisfied that having regard to Immunotein’s financial position, it can be expected to be financially responsible in the operation of the PCC (s. 18(2)(a) read with s. 14(1)(d));
  • Immunotein has failed to comply with the Minutes of Settlement signed on June 28, 2010;
    • Immunotein has made unapproved changes to its vocational program contrary to s. 23(6) of the Act and s. 13(1) of O. Reg 415/06.
    • Immunotein has advertised an unapproved vocational program contrary to s. 11(2) of the Act.
    • Immunotein has not informed me of a change in the address of its campus contrary to s. 48(2) of O. Reg 415/06.
    • Immunotein has not informed me of a change in the person responsible for the administration of a campus contrary to s. 48(1) of O. Reg. 415/06.
  • As a result of the Immunotein’s failure to comply with the Act, the Superintendent is no longer satisfied that Immunotein will operate in compliance with the Act and its regulations (s. 18(2)(a) read with s. 14(1)(b) of the Act).
