These particulars are posted following the expiry of the 15-day period for 1563786 Ontario Inc. o/a Royal Institute of Science and Management (“RISM”) to require a hearing of the Licence Appeal Tribunal under s. 19(3) of the Private Career Colleges Act, 2005 (the “Act”). On July 14, 2015, the Superintendent issued a Notice of Proposal to Revoke Registration to RISM. RISM did not file a notice to the Licence Appeal Tribunal within the 15-day period. The proposal to revoke RISM’s registration was, therefore, carried out on July 30, 2015 pursuant to s. 19(4) of the Act.

Contraventions
The Superintendent has revoked RISM’s registration because:
- The Superintendent is no longer satisfied that the School will be operated in accordance with the law and with integrity and honesty (s. 18(2)(a) read with s. 14(1)(e) of the Act);
- The School has failed to comply with the following provisions of the Act and its regulations (s. 18(2)(c) of the Act):
- the School is offering unapproved programs contrary to s. 8 of the Act;
- the School made unapproved substantial changes to its vocational programs contrary to s. 23(6) of the Act and s. 13(1) of O. Reg. 415/06;
- the School has not maintained student records with the information and for the period of time required by s. 45 of O. Reg. 415/06, made under the Act; and
- As a result of the School’s failure to comply with the Act, the Superintendent is no longer satisfied that the School will operate in compliance with the Act and its regulations (s. 18(2)(a) read with s. 14(1)(b) of the Act).
