MEMORANDUM TO: Employment Services (ES) Service Providers and Literacy and Basic Skills (LBS) Program Service Providers

SUBJECT:  Contract Management Processes for Employment Services (ES) and Literacy and Basic Skills (LBS) Program

OBJECTIVE:

The purpose of this bulletin is to inform service providers delivering the Employment Services (ES) and Literacy and Basic Skills (LBS) Program of the ministry’s continued approach to improving service quality and compliance and accountability.

WHAT IS HAPPENING:

In June 2015, the ministry communicated its intent to align the LBS contract management processes already in place for other Employment Ontario programs.  

The ministry has since reviewed all possible service provider compliance requirements listed in the ES and LBS agreement and have identified the following three compliance and accountability requirements as an area of focus:

  • Client Follow-up: Service delivery sites failing to complete any scheduled (3, 6, or 12 month) client / learner follow-ups from April 1, 2015 to September 30, 2015.
  • Financial Forecasting: Service delivery sites with a variance of five percent or more, between their Period 5 Estimate of Expenditure Report (EER) forecast and the Statement of Revenue and Expenditure Report (SRER) expenditure of total budget, for both 2013-2014 and 2014-2015.
  • Late Reporting: Service delivery sites with two or more financial reports submitted late from the period October 1, 2014 to September 30, 2015. Financial reports include Estimate of Expenditure Report (EER), Statement of Revenue and Expenditure Report (SRER), and Auditor’s Report.  

All ES and LBS sites that have been identified with the above compliance and accountability issues will be notified in February 2016. These service providers will be required to prepare an action plan to address each compliance issue and a timeline for completion.

Compliance and accountability is not limited to the requirements listed above and service providers must continue to meet all other accountability requirements specified in their agreements.

The ministry is committed to continue working with service providers to assist them in achieving the compliance and accountability requirements in order to give our clients the highest quality of service.
