The Post-secondary Education Choice and Excellence Act, 2000 authorizes the Minister of Training, Colleges and Universities to grant consent to Ontario's Colleges of Applied Arts and Technology to offer bachelor degree programs in applied areas of study.
College degree programs are intended to address changing workplace requirements for more advanced levels of education and training. List of degree programs offered by the colleges.
College applications for consent are assessed by the Postsecondary Education Quality Assessment Board (PEQAB) which makes recommendations to the Minister on program quality. PEQAB's requirements for college applications include that the college demonstrate employer demand for degree-level applied education, avoid unwarranted credentialism (introducing a degree where a diploma would suffice), and avoid duplication with programs normally offered by universities.
