Act, S. 11—Restrictions on advertising and soliciting
In June of 2019, a designate of the Superintendent ("Designate") viewed the website of Mindful Change. The Designate noted that the business was advertising five subsequent four-day courses which were pre-requisite to each other, followed by a 200 plus hour practicum, which, bundled together, amounted to a vocational program as defined by the Act.

Act, s. 8 (1) — Prohibition against offering or providing vocational programs
On June 25th, 26th and 27th, 2019, designates made inquiries by email and telephone to Mindful Change for the purposes of making inquires related to vocational training offered. The information given to the Designates confirmed the information on the website and confirmed that the Mindful Change Training program was over the exemption threshold for fees ($2000) and hours(40) within the Act.

Act, s. 7 — Prohibition against operating a private career college
Information collected by Superintendent's Designates from the Mindful Change website and emails and telephone calls demonstrated that vocational training corresponding to NOC code 4151 "Psychologists" and NOC code 4212 "Social and community service workers" was ongoing at Mindful Change.
