Description

Act, s. 7 — Prohibition against operating a private career college

In May and June of 2019, information obtained by Superintendent's designates from social media postings demonstrated that Island Air Flight School had been providing vocational training corresponding to NOC code 2271 "Air Pilots, Flight Engineers and Flying Instructors." Designates made inquiry with Transport Canada and received data confirming that unapproved vocational training had been ongoing throughout the last few years at Island Air Flight School and Charters Inc.

Original Amount: $1000.00 per day until compliant

Act, s. 8 (1) — Prohibition against offering or providing vocational programs

On May 30, 2019, designates attended Island Air Flight School and, without identifying themselves, inquired about starting training at the school. A school employee offered details of full vocational training from start to finish with potential for employment directly afterward.

Act, s. 11(2) Restrictions on advertising and soliciting

In May of 2019, designates became aware of Island Air Flight School advertising vocational training on a popular aviation website despite having been cautioned against the same by ministry designates in 2015 and then removing it.

Act, s. 38 (10) — Inquiries and examinations, Obstruction

Previously, in May 2016, a CEU designate emailed Island Air Flight School for the purpose of making inquiries and examinations under the Act. An employee of the school responded to the designate's inquiry by stating that the school did not do commercial flight training. Designates only became aware in June 2019 that the employee had provided false information at that time.
