These particulars are posted following the issuance of an administrative penalty by the Superintendent of Private Career Colleges ("Superintendent") pursuant to s. 39 (1) of the Act for which a review was not requested.

Description: Act, s. 8 (1) – Prohibition against providing vocational programs

OAS, who has one registered campus in Ottawa, operated campuses in North Bay and Cornwall and provided vocational training prior to applying for the Superintendent's approval.

Original amount: $1000.00


Description: Act, s. 9 – Prohibition against charging fee

OAS charged and collected fees in relation to a vocational program without the vocational program having been approved by the Superintendent.

Description: Act, s. 11 – Restrictions on advertising and soliciting

OAS advertised the provision of a vocational program at a private career college without the vocational program having been approved by the Superintendent.

Description: Act, s. 38 (10) – Inquiries and examinations, Obstruction

In conjunction with the applications for approval of new campuses, the director of OAS provided the Superintendent and Designates with information he knew to be false which served to mislead the Superintendent that students would be on a 'pay-as-you-go' schedule. As a result, the Superintendent agreed to a substantially reduced Financial Security Bond for the proposed new campuses. It was later discovered that at the time of the application, OAS had already been operating the two campuses for some time and charging students large sums of money up front.

Description: Act, s. 25 Full Refunds

OAS refused to honour significant refunds to students for services it could not provide after deciding not to proceed with the application for approval of the programs and new campuses.

Description: O. Reg. 415/06, s. 44 – Charging fees

OAS charged students more than the amount listed for each item on the itemized list provided under subsection 43 (1) of all fees charged with respect to a vocational program.
