These particulars are posted following the withdrawal of appeal of The Chinese College of Canada o/a World Chinese Medicine and Acupuncture College (WCMAAC) to require a hearing of the Licence Appeal Tribunal under s.19(3) of the Private Career Colleges Act, 2005 (“the Act”).

On June 7, 2021, the Superintendent issued a Notice of Proposal to Refuse to Renew Registration of WCMAAC. On June 17, 2021 WCMAAC filed a notice of appeal with the Licence Appeal Tribunal. WCMAAC withdrew the appeal on September 7, 2021.

The Proposal to Refuse to Renew Registration was, therefore, carried out on September 7, 2021, pursuant to s.19(4) of the Act.

Reasons for Decision

The Superintendent has refused to renew WCMAAC registration for the following reasons;

  • The Registrant has failed to comply with s.18(2)(d) of the Act.

    Section 18 (2) of the Act provides that the Superintendent may refuse to renew registration of a private career college if the Registrant has breached a condition of the registration, or if the Registrant has reported having no student enrollment in any of the school’s vocational programs for at least two successive years
  • In August 2020 the Registrant submitted an application for renewal of registration. The Audited Schedule 3: International and Domestic Students for 2019 cited “NIL students” enrolled in a WCMAAC program for the fourth consecutive year
  • The Registrant also breached a condition of its registration.
    • On November 18, 2019, the Superintendent of Private Career Colleges added a condition to the registration pursuant to subsection 1(3) of the Act. The condition required the Registrant to report the number of domestic and international students on a quarterly basis between October 1, 2019 and September 2020
    • The Registrant failed to provide the PCCB with any quarterly reports during that period

Superintendent’s Action

On September 7, 2021, the Superintendent carried out the proposal to refuse to renew the registration of World Chinese Medicine and Acupuncture College (WCMAAC).
